In remarks before the Homeland Security Experts Group (HSEG), an independent, nonpartisan of homeland security policy and counter-terrorism experts, U.S. Department of Homeland Security (DHS) Acting Secretary Chad Wolf provided a 360-degree view of the threat landscape and the Department’s priorities for the year. Wolf began his remarks focusing on international threats, in particular those emanating from Iran, China, and Russia. While addressing threats from Iran first, not surprising given recent events, he identifies China as the U.S.’s “most significant and persistent strategic adversary,” adding it is the “most persistent nation state threat in the cyber realm.” Wolf also addresses DHS’s counterterrorism mission, noting that his agency has seen an increasing threat from domestic actors who adopt the techniques of foreign terrorist organizations. For this, he discusses how DHS’s Strategic Framework for Countering Terrorism and Targeted Violence (released in the fall and posted on WaterISAC’s portal here) is helping to confront the threat.
